According to the Council of Europe Resolution ResAP (2008) on requirements and criteria for the safety of tattoos and permanent make-up, the levels of lead and arsenic should not exceed 2 mg/kg, whereas the nickel levels in tattoo inks must be as low as technically achievable as nickel has a high allergenic potential.
